Hello
I have some question how to set in enemy territory had left Hp?

That's a serverconfig, not possible to set that manually imo..
Ofc you can disable that by /cg_teamchatsonly 1.

if u want to know it for ur server

its jp_insanity 512 (u need nq 1.2.3)

if u mean as player at ps1 .. its enabled .. just get killed and u see hp of ur killer :D
